I have examined the accompanying Ordinance intituled

relating to the

Custodian of Enemy

and I am of opinion that the Ordinance is one which is not contrary to the

Governor's Instructions.

2. The object of this Ordinance is to make it absolutely clear

that the Legislature of Hongkong, in which place China Companies are registered, intends the Custodian of Enemy Property in China, whether appointed before or after the commencement of this Ordinance, to exercise full powers as Custodian over enemy shares etc. in any China Company and to have full power to transfer, sell, manage and otherwise deal with same; and the effect of this Ordinance is to
